המבקש לקבל את שירותי הרשות לגבי כלי טיס, ואותו כלי טיס הוא מטיפוס שטרם נרשם בפנקס, ישלם, נוסף על האגרות הקבועות בתקנות אלה, את ההוצאות הכרוכות בהכשרה עיונית ומעשית, המקובלת על המנהל, של שלושה מפקחים, לגבי אותו טיפוס של כלי טיס.
