21. פטור מאגרת רישיון
אלה פטורים מאגרת רישיון לכלב כאמור בתקנה 20(ב):
(1)בעליו של כלב נחיה;
(2)ארגון למען בעלי חיים כהגדרתו בחוק צער בעלי חיים, שאישר לענין זה, הממונה כהגדרתו בחוק האמור לאחר התייעצות עם הרופא הווטרינר העירוני.
