2. הרשאת חרשתנים, כימאים וסוחרים בסמי רפואה ומיצרי צרכי רפואה להחזיק ברשותם קודאין ודיונין
כל אדם שהוא באמת ובתמים חרשתן־כימאי וסוחר בסמי רפואה והוא ממונה על בתי חרושת בעלי רשיון לצרכי רפואה, מורשה בזה לצורך סעיף 9(ד) לפקודת הסמים המסוכנים, 1936, לסחור במתילמורפיון (הידוע ברבים כקודאין) ובאתילמורפיון (הידוע ברבים כדיונין) ולהחזיקם ברשותו בהתחשב עם תנאי הפקודה הנ״ל ובהתחשב עם כל תקנות שהתקינון עפ״י אותה פקודה ובהחשב עם כל צוויים שיצאו עפ״י סעיף 15(2) לאותה פקודה בנידון קודאין ודיונין.
