המבקש יפרש בעתירה את הטענות בדבר היותה של ההלכה שנפסקה עומדת בסתירה להלכה קודמת או בדבר חשיבותה, קשיותה או חידושה של הלכה שנפסקה בענין, כל טענה לחוד, ויציין את האסמכתאות שעליהן הוא מבסס את טענותיו.
