המעטפה הסגורה והקלפי כאמור בתקנה 45, יילקחו בידי מזכיר ועדת הקלפי ויהיו במשמורת מזכיר ועדת הקלפי, יושב ראש ועדת הקלפי וחבר ועדת הקלפי מרשימת מועמדים אחרת מזו שהיושב ראש שייך לה, עד אשר יחליט מזכיר ועדת הקלפי בהתייעצות עם חברי ועדת הקלפי לחדש את פעולות ההצבעה.
