13. טיפול על־ידי מורשים
(א)לא יטפל אדם בחומר נפץ אלא אם כן הוא הממונה על הפיצוצים, מפוצץ מקצועי או שהוא פועל לפי הוראותיו ובהשגחתו הישירה של הממונה על הפיצוצים (להלן – עוזר).
(ב)הממונה על הפיצוצים יגביל את מספר העוזרים למספר המזערי הדרוש לביצוע העבודה, והוא אחראי לכך שלא יהיה בהם מי שגילו פחות מ־18 שנים.
