בעל אפ״א המבקש אישור לסטות מכל פרט במפרט הטכני יגיש למנהל בקשה ויוכיח, להנחת דעתו של המנהל, כי הסטיה מפוצה על ידי תכונות או סגולות תכן אחרות המבטיחות רמת בטיחות שאינה פחותה מזו של הדרישה המקורית.
