11. שמיעת המתנגד לביעור
(א)למתנגד לביעור חומר ארכיוני שאיננו חבר המועצה תינתן הזדמנות להשמיע את התנגדותו לפני המועצה.
(ב)למתנגד כאמור תימסר הודעה של שבעה ימים מראש על מועד ומקום שמיעתו לפני המועצה.
