3. הגבלת כניסה דרך היבשה
בכפוף להוראות חוק שמירת הסביבה החופית, התשס״ד–2004, מנהל מעגנה רשאי להגביל או לאסור כניסת בני אדם, בעלי חיים ורכב אל שטח המעגנה או כל חלק ממנה אם הדבר דרוש, לדעתו, מטעמי בטיחות השיט או הגנה על הסביבה הימית או לצורך התפעול התקין של המעגנה.
