4. סמכויות ועדת עררים לשירותים מיוחדים
בערר על החלטת פקיד תביעות בענין קיצבה מיוחדת רשאית ועדת עררים לשירותים מיוחדים לאשר, לבטל או לשנות את החלטת פקיד התביעות, בעניינים אלה:
(1)מידת התלות של העורר בעזרת הזולת;
(2)הצורך בהשגחה על העורר;
(3)התקופה שבה היה העורר תלוי בעזרת הזולת או זקוק להשגחה.
