תיקון: תש״ם
לא נראתה למנהל המלצת המועצה לאחר הדיון מחדש, יעביר את הבקשה לחוות דעתה של ועדה מיוחדת שחבריה יהיו נציגו של המנהל, שיהיה יושב ראש הוועדה, יושב ראש המועצה או מי שהסמיך לכך והדיקן של אחד מבתי הספר לרפואה בארץ או נציגו.
