3. תחילה תחולה והוראת מעבר
(א)תקנות אלה יחולו על מי שיצא את ישראל ביום תחילתן של תקנות אלה (להלן – יום התחילה) או לאחריו.
(ב)מי שיצא את ישראל לפני יום החילה, בלי שיציאתו נרשמה כאמור בתקנה 1, יראו אותו, כאילו הודיע למוסד על יציאתו, העדרותו וחזרתו לישראל, אם הודיע למוסד על מועד חזרתו המשוער לישראל, בתוך 6 חודשים מיום התחילה.
