28. הסברה מחוץ לישראל
קאדי רשאי להשתתף בפעולות הסברה מחוץ לישראל מטעם המדינה או מטעם גוף ממלכתי או ציבורי העושה לטובת הכלל, ובלבד שקיבל לכך אישור מאת נשיא בית הדין השרעי לערעורים ושר המשפטים.
