11. היעדרות חבר הנהלה
נעדר חבר הנהלה משלוש ישיבות הנהלה רצופות, רשאי היושב ראש להמליץ לפני השר שמינה את אותו חבר הנהלה, לבטל את מינויו של חבר ההנהלה ולמנות נציג אחר מטעמו במקומו.
