14. סייג לתחולה
הוראות תקנות אלה לא יחולו על –
(1)חומר שזכות העיון בו הוגבלה לפי חיקוק או לפי הסכם שנערך עם מפקיד שאינו מוסד ממוסדות המדינה;
(2)חומר שהגנז ציין כסודי או כחשאי לפי סעיף 10(ג)(2) לחוק, ולמשך התקופה שבה צוין כאמור; פסקה זו תחול גם על חומר שכבר נחשף והועמד לעיון הקהל, אם ועדת השרים אישרה לגנז לציינו כסודי או כחשאי; אין בפסקה זו כדי למנוע עיון בחומר כאמור על ידי נציג, בכפוף להחלטתה של ועדת השרים לפי סעיף 10(ג) לחוק.
