19. מסמך שהוצא או אושר על ידי עובד ציבורי או משרד ציבורי
מסמך שניתן או אושר, בכל עת שלפני היום הקובע, על־ידי עובד ציבורי או משרד ציבורי, והיה בר־תוקף בשטח התחולה, דינו כמסמך שניתן או אושר, לאותו ענין ובאותו תוקף, על ידי עובד ציבורי או משרד ציבורי בישראל.
