2. שיבוץ ממלא מקום
(א)הוגשה קובלנה לוועדת המשמעת לפי סעיף 26(א) לחוק ונמנע מחבר הוועדה להתחיל את הדיון בקובלנה, רשאי המנהל לשבץ במקומו ממלא מקום שמונה לפי סעיף 25 לחוק.
(ב)בכפוף לסעיפים 29 ו־30 לחוק, המותב שהחל לדון בקובלנה ימשיך בדיון בה עד לסיומו.
