תושב קבוע שיצא מאזור בטחון, או שהוצא מאזור בטחון, עקב צו יציאה, תספק לו הממשלה מקום שיכון מחוץ לאזור הבטחון, כל עוד קיימת מניעה, בתוקף תקנות אלה, לחזרתו לאזור הבטחון.
