שר הבטחון רשאי למנות כל קצין צבא־הגנה לישראל בדרגת סגן־אלוף או בדרגה גבוהה מזו להיות, לצורך תקנות אלה, רשות מוסמכת לאזור בטחון שיפרש במינוי.
