משרד להסעות כהגדרתו בתקנה 579 לתקנות התעבורה (להלן – משרד להסעות), שניתן לו רישיון להסעת סיור או להסעה מיוחדת יעמיד להשכרה אוטובוסים מיוחדים נגישים להסעת אנשים עם מוגבלות, בודדים ובקבוצות, במספר כמפורט בתוספת השנייה.
