תיקון: תשכ״ד
נוכח המנהל כי אדם עבר עבירה על הוראה מהוראות חוק זה, רשאי הוא, בהסכמתו של אותו אדם, לקחת מידו כופר כסף שלא יעלה על הקנס הגבוה ביותר שמותר להטיל בשל אותה עבירה; הוגשה תביעה פלילית, אין לקבל כופר כל עוד לא ציווה היועץ המשפטי לממשלה על הפסקת ההליכים.
