תיקון: תשמ״ו, תשנ״ד
על אף האמור בתקנה 3 רשאי המנהל, במקרים מיוחדים שיירשמו, לפטור מבקש רשיון מינחת מחובת מילוי התנאים למתן רשיון המנחת, כולם או מקצתם, ולקבוע תנאים ברשיון כפי שבנסיבות הענין יראה לנכון.
