לשם הבטחת ניהולו ופעילותו התקינה של מחסן רשוי וקיום דיני המכס, יעסיק בעל רשיון מנהל שהוא בעל כישורים הדרושים לניהול מחסן רשוי; בעל רשיון ידאג לקיום ביקורת שוטפת במחסנו.
