4. חוברת הנמקה
(א)החלטת ועדת תלונות תינתן בכתב ותהיה מנומקת וכן יצוין בה שמי שרואה את עצמו מקופח מהחלטת ועדת התלונות רשאי לערער לבית המשפט המחוזי בתוך 45 ימים מיום קבלת ההודעה על ההחלטה.
(ב)החלטת ועדת תלונות תימסר לידי מי שהיה צד להליך, או תישלח אליו בדואר רשום.
