9. תחולה
תקנה 2 תחול על מתן של 500 רישיונות להפעלת מונית נגישה; סבר המפקח על התעבורה כי תנאי השוק מאפשרים מתן רישיונות נוספים, רשאי הוא להעניק עוד 500 רישיונות.
