יושב ראש הועדה יכנס את הועדה לדיון לפי הודעה בכתב החתומה, מטעם הממשלה, בידי שר המשפטים, ולפיה משרת היועץ המשפטי לממשלה נתפנתה או עומדת להתפנות לפי הענין; עומדת להתפנות משרת היועץ המשפטי בשל תום תקופת הכהונה, תימסר ההודעה במועד שיאפשר לועדה להגיש את הצעתה לממשלה כחודשיים לפני תום תקופת הכהונה; עלה הצורך בכינוס הועדה שלא עקב תום תקופת הכהונה, תימסר ההודעה לועדה במועד מוקדם ככל האפשר.
