11. פטור מחובת בחינה בכתב
השר, בהתייעצות עם מועצת ההנדסה והאדריכלות ועם נציבות שוויון זכויות לאנשים עם מוגבלות, כמשמעותה בחוק שוויון זכויות לאנשים עם מוגבלות, התשנ״ח–1998, רשאי לפטור מחובת בחינה בכתב מי שאינו מסוגל להשתתף בה עקב מוגבלותו, ולחייבו להיבחן במקומה בעל פה או בכל דרך אחרת שיראה לנכונה, באופן שתתקיים זכותו של מבקש הרישיון לגשת לבחינה, לפי העניין.
