מטרות כללים אלה –
(1)להבטיח הספקת שירות נאות לכלל הצרכנים;
(2)לעודד כניסה של טכנולוגיות לשירות הצרכנים;
(3)לאפשר לחברות להתאים את השירות לצרכניהן לפי מאפייניהם הייחודיים.
