1. פירושים
בתקנות אלו –
”אניה“ כוללת כל חלק של אניה ואבזריה;
”אנית מעפילים“ פירושה כל אניה, אשר בה הפליגו עולים לארץ־ישראל בלי רשיונות עליה מטעם ממשלת המנדט, ואשר הגיעה למימי ארץ־ישראל עד ליום ו׳ באייר תש״ח (15 במאי 1948), והנמצאת מאז במימי מדינת ישראל;
”מימי מדינת ישראל“ כוללים את המים הטריטוריאליים של המדינה וכל נמל אשר בה.
