המנהל לא ייתן הרשאה להפעלה מיוחדת למפעיל אווירי שלא הציג אישור קיום ביטוח כי קיים חוזה ביטוח תקף בין המפעיל האווירי לבין המבטח, בגבולות האחריות ובתנאים המפורטים בתקנות אלה.
