180. נימוקים שאין שומעים אותם
בשמיעת הבקשה לא תיזקק הועדה לכל נימוק שלא הוזכר בבקשה או בתשובת המשיב אלא אם היא משוכנעת שההשמטה נגרמה שלא באשמת הצד המבקש להיעזר באותו נימוק, או ששמיעת הנימוק הנוסף דרושה לשם עשיית צדק.
