התקציב יוכן לכל פעולה בנפרד על גבי טופס המיועד לכך; מבנה הטופס וחלוקת אומדן התקבולים והתשלומים לפרקים, פרקי משנה, פרקי עזר, סעיפים וסעיפי משנה יהא כפי שקבע רואה החשבון.
