49. בירור חילוקי דעות
נתגלעו חילוקי דעות בין הרשויות המקומיות המאוגדות באיגוד, כולן או מקצתן, ובין האיגוד או בין הרשויות המקומיות בינן לבין עצמן בעניני האיגוד, רשאים יושב ראש המועצה או כל רשות מקומית להביא את חילוקי הדעות לפני השר, והשר או מי שהוא ימנה לכך יכריע בהן; הכרעה זו תהא סופית.
