29. הסמכות לפטור מהוראות תקנה 28
למרות כל דבר האמור בתקנה 28 והקובע את ההפך, יוכל המנהל במקרים יוצאים מן הכלל לרשם, בלי בחינה, בתור מורה מוסמך לבי״ס גבוה או תיכוני כל אדם אשר לפני ה־31 באוגוסט, 1932, הורה בכתות תיכוניות בלבד או בעקר באותן כתות לא פחות משלש שנות למוד, או שקבל תואר אקדימאי גבוה מאוניברסיטה בעלת רמה גבוהה.
