38. חברים נבחרים
לא יותר מארבעה חברים של רשות החנוך המקומית יהיו חברי הועד. אלה יהיו ערבים – בועד החנוך הערבי, או יהודים – בועד החנוך היהודי, והם יבחרו על ידי רשות החנוך המקומית.
