אם באזור של רשות חנוך מקומית יש בית ספר צבורי או קבוצת בתי ספר צבוריים שביסודם או בהחזקתם משתתפת אגודה המנהלת רשת פיקוח על בתי הספר שלה מאושרת מטעם המנהל, תוכל האגודה באישור המנהל ובאישור הממונה על המחוז למנות מפקח או פקיד אחר כחבר לועד המתאים שע״י רשות החנוך המקומית: החבר שנתמנה כך יהא נוסף על החברים שנבחרו, נתמנו ונספחו בהתאם לתקנות 32 עד 41.
