12. העברת רשיון או היתר
לא יעביר אדם רשיון או היתר ולא יקנה לזולתו זכות בהם, ולא ירשה לזולתו לעסוק או להשתתף בעסק בשבילו ניתן הרשיון או ההיתר, ולא יקנה אדם ולא ירכוש כל זכות שהיא ברשיון או בהיתר או בעסק בשבילו ניתן, אלא לפי היתר מאת המנהל ובהתאם לתנאי ההיתר.
