14. שיקולי השר
בבואו לבחון התאמתו של המבקש ליתן השירותים המפורטים בבקשה, ישקול השר, בין השאר, את אלה:
(1)הידע והניסיון העומדים לרשות המבקש בתחומי הטכנולוגיה, השירות, הארגון, השיווק וההפצה;
(2)יכולתו הכלכלית של המבקש.
