מספר סדרני הבטיחות לא יפחת משניים למאתיים המשתתפים הראשונים באסיפה וסדרן נוסף אחד לפחות לכל מאתיים משתתפים נוספים משוערים או מספר גדול יותר, כפי שיקבע מי ששר הפנים ימנה לכך.
