23. כבלים
האחראי להעברת אסירים רשאי לכבול בכבלים את ידיו ורגליו של אסיר פלילי אם ראה צורך בכך ורשאי הוא לחבר בכבלים אסיר פלילי אל אסיר פלילי אחר או למלווהו. מותר לכבול כאמור גם אסיר אזרחי המנסה להימלט.
