47. לימודים
בכל בית סוהר תאורגן ותקויים תכנית של שיעורים – אלא אם הורה הנציב אחרת; לאסירים תינתנה ההקלות האפשריות להרחבת ידיעותיהם בשעות הפנאי; תשומת לב מיוחדת תינתן ללימוד הקריאה והכתיבה לאסירים שאינם יודעים קרוא וכתוב.
