10. תשלום מיוחד
אין בקביעת תעריפים בעד כמות מים החורגת מהכמות המוקצית משום היתר לאדם לרבות מקורות, מפיק, ספק או צרכן, להפיק, לספק או לצרוך מעבר לכמות המוקצית ואין בכך כדי לגרוע מסמכויות מנהל הרשות לפי סימן ג׳ לפרק הרביעי בחוק המים.
