19. שמירת זכויות וסמכויות
אין בהוראות פרק זה כדי למנוע פנייה לרשות בעניין דרישת תשלום בדרך של הגשת תלונה לפי סעיף 108 לחוק או כדי לגרוע מזכותו של בעל הנכס לפנות לכל ערכאה מוסמכת בעניין דרישת התשלום.
