כל מיתקן או בית־חרושת וכל מחסן יוקפו בגדר שאי אפשר יהא לטפס עליה או בקיר שיאושר ע״י מפקח העבודה הראשי [במקור: מנהל המחלקה לעבודות צבוריות] או בא־כוחו.
