27. מספר המועמדים
היו מועמדים לתפקיד חמישה או פחות, יוזמנו כולם לבחינה בעל פה. היו מועמדים לתפקיד יותר מחמישה יקבע מבקר המדינה את מספר המועמדים מבין המועמדים לתפקיד שיוזמנו לבחינה בעל פה, ובלבד שיוזמנו לבחינה מועמדים לתפקיד שהישגיהם במבחנים היו הגבוהים ביותר.
