2. מטרה
מטרתו של חוק זה היא להפחית את גודש התנועה בכבישים, כדי לצמצם את העלות המשקית הגבוהה ואת הפגיעה באיכות החיים ובאיכות הסביבה שכרוכות בו, באמצעות הטלת מס ייעודי בעד כניסה ברכב לאזור גוש דן ויציאה ממנו, בשעות הגודש בימי עסקים.
