6. הגורם המוסמך לתת קנס מנהלי
הגורם המוסמך להטיל קנס מינהלי לפי תקנות אלה הוא כל אחד מאלה:
(1)שוטר;
(2)מפקח שהוא עובד המדינה שנתונות לו סמכויות פיקוח לפי כל דין.
