תיקון: תש״ל
מועמד למשרה שלא חלה עליה חובת המכרז לפי סעיף 22 לחוק ואשר לה צמודה בתקן דרגה מסולם הדירוג האחיד והמועמד יועסק בעבודת כפיים, יעמוד בבחינות או במבחנים אשר יש בהם, לדעת מבקר המדינה, כדי להוכיח את כשירותו למילוי המשרה.
