רשאי מנהל השירותים הוטרינריים לאשר בית מטבחיים כבית מטבחיים תעשייתי אם הוא בנוי, מצוייד וקיימים בו הסידורים ועומדים לרשותו השירותים המפורטים בתוספת השתים־עשרה, ואם יש לו רישיון יצרן לפי צו הפיקוח על מצרכים ושירותים (הסחר במזון, ייצורו והחסנתו), התשכ״א–1960.
