3. הפעלת תכנית ההכשרה
בעל היתר להפעלת מסילת ברזל מקומית יגיש לאישור המנהל את תכנית ההכשרה המפורטת, יפעיל את תכנית ההכשרה, וידווח למנהל על ביצועה לפי תקנות אלה.
